In Liangshan Yi Autonomous Prefecture in Southern Sichuan, with a population of 4 million, there are nineteen such villages. . Each year, there are still about 120 new leprosy cases in Liangshan, and early detection remains a problem. For the past 20 years, effective multi-drug therapy for new cases of leprosy has been provided free by the World Health Organisation ("WHO") through the Centre for Disease Control and Prevention("CDC"), but the long-term rehabilitation of sufferers, often with gross disabilities, has been largely neglected. The Leprosy Project ("the Project") began in 1996 when members of Rotary Clubs in Hong Kong began giving financial support to a church affiliated programme that worked with leprosy sufferers in Liangshan where the predominant population are members of the Yi Minority Culture. In 2003, the Rotary Club of Hong Kong South expanded its involvement by funding and providing medical and rehabilitation services to two villages. The Project has since grown and now serves and manages nine villages and 1400 villagers, of which 350 are people affected by leprosy ("PAL"). Throughout we have worked with other NGOs in China such as Handa, a principal leprosy rehabilitation organisation based in Guangzhou.
